Effie was the eleventh born child of Charles A. and Laura A. Dutton. She was afflicted with Down Syndrome. The 1885 Iowa State Census listed her as "Idiotic" but her parents referred to her as feeble-minded.

She was admitted to the Taylor County Farm following the death of her mother in 1908. She was accompanied by her sister Nettie who was handicapped due to a congenitally deformed upper torso.

Effie was an "inmate" at the County Farm for 25 years until her death in 1933 at the age of 61 years. [4]
